The MBBS course abroad must be at least 54 months (4.5 years) of academic instruction.
A 12-month internship must be completed at the same foreign institution where the degree is obtained.

Yes. As per NMC rules, qualifying NEET is mandatory for Indian students who wish to study MBBS abroad and later practise in India. A valid NEET scorecard is required even for the admission offer letter.
